Module 5: Preventing corruption in project procurement
Anti-corruption
controls over
procurement - Overview
One of the key measures listed in the previous section on anti-corruption management system was: “Controls: Implement appropriate financial, procurement, commercial, sales, and project management controls over the organisation’s transactions so as to reduce corruption risk.”
The following pages summarise both:
the specific controls which are recommended to be adopted by public sector and private sector organisations so as to limit the risk of corruption during the procurement phase, and
how the general procedures in the anti-corruption management system impact on the procurement phase.
These controls need to be integrated into a project as part of the project owner’s procurement management procedures.
In particular, the procurement management procedures must have the prevention of corruption as one of their core objectives.
