Conclusion
Fraud, bribery, cartels, and abuse of procurement procedures can be common during the procurement phase of an infrastructure project.
It is therefore imperative that:
- awareness is raised about how corruption takes place during the procurement phase and how it can be prevented
- effective anti-corruption controls are put in place by all relevant project participants throughout the project cycle
- effective monitoring, reporting, investigation and enforcement systems are implemented.
It is far cheaper and preferable to prevent corruption from occurring than to allow it to take place, or to deal with the consequences later.
