Sufficient time

  • Allow sufficient time for bid preparation and submission.
  • A corrupt bidder will be advantaged if it is given early warning of a bid opportunity, and the other bidders have insufficient time to prepare a bid.
  • Only allow time to be reduced for genuine emergencies (see later page).
