Objectivity

  • Bid documents, the bid evaluation process and criteria, and the contract specification should not improperly favour one bidder over another (e.g. by specifying a named product, or a specific process with which only that bidder can comply). 
  • If it is necessary to specify particular products or processes, then, where possible, equivalents should be allowed.
  • The greater the subjectivity, the greater the opportunity for a corrupt manager or consultant to select a corruptly favoured bidder, and to justify the selection on the subjective criteria.
