Objectivity
Bid documents, the bid evaluation process and criteria, and the contract specification should not improperly favour one bidder over another (e.g. by specifying a named product, or a specific process with which only that bidder can comply).
If it is necessary to specify particular products or processes, then, where possible, equivalents should be allowed.
The greater the subjectivity, the greater the opportunity for a corrupt manager or consultant to select a corruptly favoured bidder, and to justify the selection on the subjective criteria.
