Transparency
Be as transparent as possible about the bid opportunity. Corruption feeds off secrecy, and lack of knowledge. As far as reasonable:
advertise the bid opportunity widely and openly
communicate the evaluation criteria and other key information to all bidders so that no one has an unfair advantage through possessing different levels of knowledge
publish the bid process and its outcome on a publicly accessible website.
The more information that is publicly available, the greater the opportunity for personnel, a bidder, or member of public to report suspicious circumstances (e.g. conflicts of interest, cartels, unusual bid outcomes, unqualified bidders, pricing oddities).
