Transparency

  • Be as transparent as possible about the bid opportunity.   Corruption feeds off secrecy, and lack of knowledge.  As far as reasonable:
    • advertise the bid opportunity widely and openly
    • communicate the evaluation criteria and other key information to all bidders so that no one has an unfair advantage through possessing different levels of knowledge
    • publish the bid process and its outcome on a publicly accessible website.
  • The more information that is publicly available, the greater the opportunity for personnel, a bidder, or member of public to report suspicious circumstances (e.g. conflicts of interest, cartels, unusual bid outcomes, unqualified bidders, pricing oddities).
