Sufficient and equal time

All potential bidders should be:
- given notice of bid opportunities at the same time
- provided with information at the same time
- given sufficient and equal time for bid preparation and submission.
A corrupt bidder will be advantaged if it is given early warning of a bid opportunity, and the other bidders have insufficient time to prepare a bid.
Only allow time to be reduced for genuine emergencies (see later page).
