Controls: certification and payments

Implement effective controls over certification of the amount of work undertaken by the contractor, and payment for those works.
Ensure that:
- where a third party certifier is appointed, that the certifier is capable of prompt, honest and accurate certification
- the contract with the winning contractor states the method and timetable for certification and payment.
Appoint a suitable manager who is responsible for overseeing certification and payment, and who:
- verifies that the certification and payments are on time, legitimate and accurate
- requires a suitably senior manager of the contractor to certify the legitimacy and accuracy of its claim for payment
- is alert for any suspicious indicators in relation to certification and payment.
Require the approval of two managers for high value payments.
Require the additional approval of an appropriate manager from the project owner’s finance department before making any payment.
