Controls: Certification and payments

  • Implement effective controls over certification of work undertaken, and payment for those works.
  • The procurement controls (covered in Module 5 “Preventing Corruption in Project Procurement”) should ensure that the contract states the method and timetable for certification and payment.
  • Ensure that where a third party certifier is appointed, the certifier is capable of prompt, honest and accurate certification.
  • Appoint a qualified and honest manager who is responsible for overseeing certification and payment, and who:
    • verifies that certifications and payments are legitimate and in accordance with the contract
    • requires a suitably senior manager of the claimant to certify the legitimacy and accuracy of its claim for payment
    • is alert for any suspicious indicators or corruption in relation to certification and payment.
  • Require the approval of at least two managers for high value payments.
  • Require the additional approval of an appropriate manager from the finance department before making any payment.
