Controls: Certification and payments
Implement effective controls over certification of work undertaken, and payment for those works.
The procurement controls (covered in Module 5 “Preventing Corruption in Project Procurement”) should ensure that the contract states the method and timetable for certification and payment.
Ensure that where a third party certifier is appointed, the certifier is capable of prompt, honest and accurate certification.
Appoint a qualified and honest manager who is responsible for overseeing certification and payment, and who:
verifies that certifications and payments are legitimate and in accordance with the contract
requires a suitably senior manager of the claimant to certify the legitimacy and accuracy of its claim for payment
is alert for any suspicious indicators or corruption in relation to certification and payment.
Require the approval of at least two managers for high value payments.
Require the additional approval of an appropriate manager from the finance department before making any payment.
