Appoint commercial experts

Consider obtaining support from commercial experts.

A quantity surveyor or manager with experience of the relevant type of project could assess the bid documents, and should be able to offer an expert opinion on whether:

• there are unusual patterns in the bidders’ pricing which could suggest a cartel
• BuildWell’s and Ice Cold’s pricing was reasonable market price or whether a corrupt profit may be being extracted from the project.
