Understand the project and the parties

The investigator (with assistance, if necessary, from the technical and commercial experts) should first examine and understand the following matters:

• the nature, purpose and extent of the project
• the parties involved in the relevant bid process (e.g. project owner; design consultant; bidders; and any relevant sub-contractors or suppliers of the bidders).
