Project participants: Project engineer

The project engineer is normally appointed by the project owner to undertake management and measurement obligations in relation to the project. 

The project engineer can be known by different titles:  e.g. contract administrator, project architect, employer’s agent.

The role of the engineer can be undertaken by employees of the project owner but is more frequently undertaken by an independent consulting engineer.

The engineer’s role under the contract may include:

  • designing the works
  • issuing variations to the scope of works or programme
  • granting extensions of time, and calculating liquidated damages
  • measuring and certifying the amount of works undertaken by the contractor, and the amount of payment due to the contractor.
