Anti-corruption controls over procurement - Overview

One of the key measures listed in the previous section on anti-corruption management system was: “Controls:  Implement appropriate financial, procurement, commercial, sales, and project management controls over the organisation’s transactions so as to reduce corruption risk.”

The following pages summarise both:

  • the specific controls which are recommended to be adopted by public sector and private sector organisations so as to limit the risk of corruption during procurement, and
  • how the general procedures in the anti-corruption management system summarised in previous pages impact on procurement.

These controls are designed to be implemented as appropriate by any organisation (the procuring organisation) which is calling for bids from other organisations to provide work, services, equipment or materials (e.g. a project owner calling for bids from contractors, or contractors calling for bids from sub-contractors, suppliers or consultants).   

In particular, these procurement management procedures must have the prevention of corruption as one of their core objectives.
