Insufficient reporting of corruption

Although corruption is seen as being quite common and widespread in the infrastructure sector, the reporting of corrupt actions to the relevant contract parties or to public prosecutors is infrequent.

Without reporting, it is difficult for public prosecutors to investigate and prosecute corruption.

Insufficient reporting also fuels corruption, as the perpetrators do not fear detection. 

Some of the reasons for insufficient reporting of corruption are as follows:

  • lack of monitoring or supervision of project activities
  • lack of awareness as to the nature of the different types of corruption, and that they constitute criminal offences
  • inadequate or non-existent reporting structures
  • belief that nothing will happen if a report is made
  • fear of retaliation against the person reporting.
