Incorrect perception that there is no victim

Corruption on public sector projects often results in the cost of the projects being far higher than necessary. 

However, some people believe that there is no victim in the case of such corruption, as they see public funds as unlimited and as owned by the State. 

This is of course incorrect.  The State holds money on behalf of its citizens.  Much of this money is contributed by the taxpayer. 

Any funds which are stolen or wasted means that the State has less money to use for the public benefit (e.g. to build hospitals).  

Therefore, the citizens are the victims of corruption against the State.
