Numerous measurable activities

Infrastructure projects contain numerous measurable activities. 

  • m3 of excavation, aggregate, concrete etc
  • m2 of brickwork, blockwork, roof cladding etc
  • linear metres of piping and ducting etc
  • numbers of light fittings, boilers, taps etc.

Each item needs to be approved in terms of both quality and quantity at some stage of the project cycle and at some level in the contract structure.

Tremendous trust is placed on the persons responsible for the approvals.  Approval of quality and quantity triggers a payment for one or more organisations in the contract structure for that item.

These approval interfaces provide significant opportunities for fraud in terms of improper quality or quantity, and consequent bribery of the approver to falsely approve.
