Controls over procurement personnel

  • Instil an ongoing culture of integrity in the procurement department.
  • Appoint appropriately senior, qualified, and experienced management who will have oversight over the procurement process.
  • Vet procurement personnel to ensure that they have integrity and a commitment to complying with the anti-corruption controls.
  • Require procurement personnel to declare any potential or actual conflicts of interest in a register.  Make failure to do so a disciplinary offence.
  • Prevent personnel with a conflict of interest from participating in any conflicted transaction.  Make participating in a conflicted transaction a disciplinary offence.
  • Train procurement personnel  to ensure they have expertise in the relevant procedures, and awareness of corruption risks, preventive actions and penalties.
