Controls over procurement personnel
Instil an ongoing culture of integrity in the procurement department.
Appoint appropriately senior, qualified, and experienced management who will have oversight over the procurement process.
Vet procurement personnel to ensure that they have integrity and a commitment to complying with the anti-corruption controls.
Require procurement personnel to declare any potential or actual conflicts of interest in a register. Make failure to do so a disciplinary offence.
Prevent personnel with a conflict of interest from participating in any conflicted transaction. Make participating in a conflicted transaction a disciplinary offence.
Train procurement personnel to ensure they have expertise in the relevant procedures, and awareness of corruption risks, preventive actions and penalties.
