Controls over procurement personnel
- Instil an ongoing culture of integrity in the procurement department.
- Appoint appropriately senior, qualified, and experienced management who will have oversight over the procurement process.
- Vet procurement personnel to ensure that they have integrity and a commitment to complying with the anti-corruption controls.
- Require procurement personnel to declare any potential or actual conflicts of interest in a register. Make failure to do so a disciplinary offence.
- Prevent personnel with a conflict of interest from participating in any conflicted transaction. Make participating in a conflicted transaction a disciplinary offence.
- Train procurement personnel to ensure they have expertise in the relevant procedures, and awareness of corruption risks, preventive actions and penalties.
