Fair bid evaluation
The bid should be fairly evaluated. In particular:
careful selection of the evaluation committee to ensure integrity, suitable experience, and no conflict of interest
no acceptance of late bids
no alteration of bids after opening
objective evaluation in accordance with the evaluation criteria
publication of the evaluation criteria
publication of the evaluation outcome (on a publicly accessible website for public sector contracts)
allow losing bidders reasonable time and opportunity to review and challenge the evaluation results
monitor and audit the evaluation to identify possible corruption.
