Fair bid evaluation

  • Ensure that the bid is fairly evaluated.  In particular:
    • no acceptance of late bids
    • no alteration of bids after opening
    • careful selection of evaluation committee for experience, lack of conflict of interest, and integrity
    • judge the bid as objectively as possible in accordance with the bid criteria
    • publish the evaluation outcome
    • allow losing bidders reasonable time and opportunity to review and challenge the evaluation results
    • monitor and audit the evaluation to identify possible abuse or corruption.
