Fair bid evaluation

  • The bid should be fairly evaluated.  In particular:
    • careful selection of the evaluation committee to ensure integrity, suitable experience, and no conflict of interest
    • no acceptance of late bids
    • no alteration of bids after opening
    • objective evaluation in accordance with the evaluation criteria
    • publication of the evaluation criteria
    • publication of the evaluation outcome (on a publicly accessible website for public sector contracts)
    • allow losing bidders reasonable time and opportunity to review and challenge the evaluation results
    • monitor and audit the evaluation to identify possible corruption.
