Fair bid evaluation
- Ensure that the bid is fairly evaluated. In particular:
- no acceptance of late bids
- no alteration of bids after opening
- careful selection of evaluation committee for experience, lack of conflict of interest, and integrity
- judge the bid as objectively as possible in accordance with the bid criteria
- publish the evaluation outcome
- allow losing bidders reasonable time and opportunity to review and challenge the evaluation results
- monitor and audit the evaluation to identify possible abuse or corruption.
