Fair bid evaluation
- The bid should be fairly evaluated. In particular:
- careful selection of the evaluation committee to ensure integrity, suitable experience, and no conflict of interest
- no acceptance of late bids
- no alteration of bids after opening
- objective evaluation in accordance with the evaluation criteria
- publication of the evaluation criteria
- publication of the evaluation outcome (on a publicly accessible website for public sector contracts)
- allow losing bidders reasonable time and opportunity to review and challenge the evaluation results
- monitor and audit the evaluation to identify possible corruption.
