Control of exemptions

  • Procedures which allow exemptions to the bid process or timetable should be properly controlled and not be corruptly abused.  For example:
    • an exemption to competitive bidding, or the use of an expedited process, in the event of an emergency
    • an exemption to competitive bidding when only one supplier can meet the requirements.
  • These exemptions should:
    • only be used in genuine cases, and where there is no other reasonable alternative
    • only be used when approved at an appropriately senior management level
    • be monitored and audited during implementation to identify possible abuse or corruption.
