Control of exemptions
Ensure that any procedures which allow exemptions to the bid process or timetable are properly controlled and are not corruptly abused. For example:
an exemption to competitive bidding, or the use of an expedited process, in the event of an emergency
an exemption to competitive bidding when only one supplier can meet the requirements.
These exemptions should:
only be used in genuine cases, and where there is no other reasonable alternative
only be used when approved at an appropriately senior management level
be monitored and audited during implementation to identify possible abuse or corruption.
