Control of exemptions
- Ensure that any procedures which allow exemptions to the bid process or timetable are properly controlled and are not corruptly abused. For example:
- an exemption to competitive bidding, or the use of an expedited process, in the event of an emergency
- an exemption to competitive bidding when only one supplier can meet the requirements.
- These exemptions should:
- only be used in genuine cases, and where there is no other reasonable alternative
- only be used when approved at an appropriately senior management level
- be monitored and audited during implementation to identify possible abuse or corruption.
