Anti-corruption controls over construction - Overview

One of the key measures listed in the previous section on anti-corruption management system was: “Controls:  Implement appropriate financial, procurement, commercial, sales, and project management controls over the organisation’s transactions so as to reduce corruption risk.”

The following pages summarise both:

  • the specific controls which are recommended to be adopted by public sector and private sector organisations so as to limit the risk of corruption during the construction phase, and
  • how the general procedures in the anti-corruption management system summarised in previous pages impact on the construction phase.

These controls are designed to be implemented as appropriate by any organisation which is playing any fundamental role in the construction of the project (e.g. the project owner, contractor, and major sub-contractors).

In particular, these construction management procedures must have the prevention of corruption as one of their core objectives.
