Anti-corruption controls over construction - Overview

One of the key measures listed in the previous section on anti-corruption management system was: “Controls:  Implement appropriate financial, procurement, commercial, sales, and project management controls over the organisation’s transactions so as to reduce corruption risk.”

The following pages summarise both:

  • the specific controls which are recommended to be adopted by public sector and private sector organisations so as to limit the risk of corruption during the construction phase, and
  • how the general procedures in the anti-corruption management system impact on the construction phase.

These controls need to be integrated into a project as part of the project owner’s construction management procedures.  

In particular, the construction management procedures must have the prevention of corruption as one of their core objectives.
