Controls: quantity

  • Implement effective controls over the provided quantity of the works.
  • The project owner’s procurement controls (covered in a separate module) ensure that the appointed contractor is capable of providing the required quantities.
  • Ensure that the contract with the winning contractor states:
    • the required quantities
    • an appropriate method for measuring quantity (e.g. spatial measurement of area or volume, counting of items).
  • Appoint a sufficient number of qualified and honest site supervisors who are responsible for ensuring that the contract quantity is provided by the contractor and who:
    • compare actual quantity against required contract quantity
    • measure items which are to be covered over before covering
    • keep appropriate records of provided quantity (e.g. photographs, work records, delivery notes, supplier invoices)
    • cross check overlapping records for consistency: e.g: check quantity statements for a particular item in each of:
      • supplier quantity records (delivery note, invoice)
      • site quantity records (site gate records)
      • measurement records
    • are alert for any suspicious indicators in relation to quantity.
  • Appoint two supervisors for high value or high risk items.
