Controls: Quality and quantity

  • Implement effective controls over the provided quality and quantity of the works.
  • The procurement controls (covered in Module 5 “Preventing Corruption in Project Procurement”) should ensure that:
    • the relevant appointed contractor, consultant or supplier is capable of performing the contract to the required quality and quantity
    • each contract specifies the obligations relating to quality and quantity.
  • Appoint a sufficient number of qualified and honest supervisors who are responsible for ensuring that the contract quality and quantity are provided, including:
    • comparing actual quality and quantity against required contract quality and quantity
    • inspecting, testing and/or measuring items before covering over
    • keeping appropriate records of provided quality and quantity (e.g. photographs, work records, quality certificates, test records, delivery records, measurement calculations, supplier invoices)
    • cross checking overlapping records for consistency: e.g. check quality and quantity information for a particular item in each of:
      • supplier records
      • site records
      • measurement records
      • test records
    • being alert for any suspicious indicators in relation to quality and quantity.
  • Appoint at least two supervisors for high value or high risk items.
