Module 6: Preventing corruption in project construction
Training
Each party to a project contract over a reasonable value threshold (i.e. the project owner, contractor, and major sub-contractors, suppliers and consultants) should provide appropriate anti-corruption training for its project personnel.
Training should be designed to raise awareness of:
how corruption occurs, the damage it causes, and how it can be prevented
the risk to personnel and their employers of civil and criminal liability for corruption
the Project Code of Conduct (see page 9), and relevant anti-corruption procedures
the duty to report, and how to report, any suspicions of corruption.
The training can be online for personnel in positions which pose a low corruption risk, but should be in-person for all personnel in positions which pose more than a low corruption risk.
For major projects, as an alternative to each party providing the training to its own personnel, the project owner may determine that it is advantageous for it to provide the training to all appropriate personnel of all organisations involved in the project. In this way, it can ensure both the quality of the training and that all relevant personnel attend.
