Module 7:  Investigating corruption in project procurement

Who should investigate?

Several public sector bodies have an interest in the facts and outcome of an investigation into this alleged corruption.  In particular:

  • The Anti-Corruption Authority, whose duty is to investigate and prosecute corruption.
  • The Road Agency, which may have awarded a contract:
    • at too high a price (due to the alleged cartel)
    • which favours a public official (due to the RA Chief Executive’s alleged secret ownership interest in BuildWell)
    • to a contractor, BuildWell, who:
      • may not be properly qualified (due to the alleged false bid information)
      • may have been unfairly favoured (due to the alleged leaked information, the cartel, and its part ownership by the RA’s Chief Executive).

This case study assumes that the above two bodies work in collaboration.
