Module 7:  Investigating corruption in project procurement

Case study facts

This module examines how to investigate corruption in the procurement phase of an infrastructure project by using a case study with the following facts.

The national Anti-Corruption Authority receives an anonymous report that there has been corruption in the procurement of a road project which is to be constructed for the national Road Agency (RA).  The report alleges as follows:

  • the Chief Executive of the RA has a secret ownership interest in the winning bidder, BuildWell
  • BuildWell provided false information in its bid about its experience
  • the procurement manager of the RA was instructed by the Chief Executive of the RA to give confidential information on the budget price to BuildWell
  • there was a cartel between the bidders
  • the specification favoured an air-conditioning supplier, Ice Cold.
