This module examines how to investigate corruption in the procurement phase of an infrastructure project by using a case study with the following facts.
The national Anti-Corruption Authority receives an anonymous report that there has been corruption in the procurement of a road project which is to be constructed for the national Road Agency (RA). The report alleges as follows:
the Chief Executive of the RA has a secret ownership interest in the winning bidder, BuildWell
BuildWell provided false information in its bid about its experience
the procurement manager of the RA was instructed by the Chief Executive of the RA to give confidential information on the budget price to BuildWell
there was a cartel between the bidders
the specification favoured an air-conditioning supplier, Ice Cold.
