Quantity/quality: Understand complaint

Issues involving quantity and quality are often related:

• under-supply of quantity can affect final quality
• evidence of both quantity and quality can often be obtained at the same time from the same sources or records.

Therefore, it is normally helpful to review issues of quantity and quality together.

The whistleblower has stated that:

• the road was not built to the correct width (quantity and quality)
• the road was not constructed to the correct depth (quantity and quality)
• inferior quality aggregate was used for the sub-base (quality).
