The number and type of project participants involved, and the contractual structure, rights and obligations adopted, can vary significantly between different infrastructure projects.
Corruption is normally caused by one or more of the project participants, and is often facilitated or concealed by the contractual structure, rights and obligations.
Therefore, from a corruption prevention, investigation and enforcement perspective, it is important to understand how these structures, rights and obligations work in relation to the relevant project or project participant.
