Module 9:  Project contractual structure, rights and obligations

Role of project engineer

The project engineer (if one is appointed) normally has a dual role:

  • it acts on behalf of the project owner in:
    • ensuring that the contractor is performing in accordance with the contract
    • approving the quality of work done
    • issuing variations where necessary to the contract works
  • It acts independently, as between the project owner and contractor in:
    • valuing the work done as shown in the payment certificates
    • valuing variations
    • calculating the correct extension of time to be granted to the contractor in the event of a delay to the works which is not the contractor’s fault.
