SECTION 3

THE CORRUPTION OFFENCES

This next section will look at the different types of corruption offence, and examine how they can occur throughout the project cycle.

The examples are intended to show the large number of situations in which the different types of corrupt activity can occur.  In all of these examples, a criminal offence will probably have been committed.  Whether in fact an offence has been committed will depend on the precise definition given to the offence in the particular legal jurisdiction.  Even if a criminal offence has not been committed, all of these activities are unethical and are likely to be breaches of the professional code of conduct of any professional institution to which you belong.

Some of these activities are easily recognised as criminal, such as, for example, the direct payment of a bribe.  However, many people are not aware that some practices in the industry, such as deliberate submission of inflated contract claims, are in fact fraudulent.
