Lack of transparency
There is in general an inadequate culture of transparency in the infrastructure sector.
There is normally little or no requirement for project participants in public sector projects to publish information to the public in relation to the project, such as funding, the contract design and pricing, the contract award process, contract progress, the identity and ownership of the project participants, and contract costs and payments.
Without such transparency, it is more difficult to detect suspicious pricing, payments, contractual conditions or arrangements, or personal or business relationships.
