Module 5: Preventing corruption in project procurement
Anti-corruption management system - Overview
This section summarises the core procedures which are recommended to be implemented by the project owner so as to limit the risk of corruption by, on behalf of, or against the project owner, throughout all of its activities.
These procedures are collectively referred to as an “anti-corruption management system” (ACMS), as the procedures work best if implemented together as part of an integrated management system.
The project owner should also require any bidder which may win a contract over a reasonable value threshold to provide satisfactory evidence that it has implemented equivalent procedures.
If these procedures are effectively adopted by the project owner, and its major contractors, suppliers and consultants, then the risk of corruption on its projects would be materially lowered.
These procedures are consistent with ISO 37001, which is an international certifiable anti-bribery management system standard.
