Module 6:  Preventing corruption in project construction

Project Code of Conduct

  • The contract entered into between the relevant parties will have been agreed to and signed upon completion of the procurement phase.  The contract should contain anti-corruption commitments (see page 10, Contract Conditions, of Module 5: “Preventing Corruption in Project Procurement“).
  • In order to reinforce these contractual anti-corruption commitments, and to raise awareness of these commitments among project personnel, the project owner should encompass the following principles in a Project Code of Conduct  applicable to all project personnel of the project owner, contractors, sub-contractors, suppliers and consultants:
    • act honestly and fairly
    • do not commit bribery, fraud or other corrupt act
    • do not provide or conceal defective work
    • pay on time
    • do not submit any claim for approval, variation, extension of time or payment unless the party submitting the claim honestly believes that the contents of the claim are justifiable, true and accurate
    • do not reject any claim for approval, variation, extension of time or payment unless the party rejecting the claim honestly believes that the claim is not valid.
  • Require all project personnel to sign the Project Code of Conduct upon their commencing work on the project, and annually thereafter for as long as their participation in the project continues.
  • Require the Project Code of Conduct to be posted in a prominent location at all project and site offices of the project owner, contractors, sub-contractors, suppliers and consultants.
