Module 8:  Investigating corruption in project construction

Case study facts

The hypothetical case study facts for the investigation outlined in this Module are as follows.

The national Anti-Corruption Authority receives an anonymous report that there has been corruption on a road project which has been constructed by a contractor for the national Road Agency (RA).  The report alleges that the contractor, BuildWell, did not construct the road in accordance with the contract specification. In particular:

  • the road was not built to the correct width
  • the road was not constructed to the correct depth
  • inferior quality aggregate was used for the road sub-base
  • the RA’s site engineer was bribed by BuildWell to overlook these defects
