Appoint technical experts

Consider obtaining support from technical experts.

A civil engineer could:

• inspect the road on site (to assess as far as possible from visual inspection whether the road is deteriorating, and the reasons for this)
• assess the contract, the drawings, the technical specification, and the construction records, and compare them with the actual condition of the road (to assess as far as possible whether any deterioration in the road could be due to defect in design or in construction)
• suggest what tests can be carried out on the road to assess actual quantity and quality of materials (it will not normally be possible to visually check the quantity and quality actually used in construction of the foundations and base layers of the road, as they will be covered by the layers above them)
• provide an expert opinion on:
  • the condition of the road
  • any failure to meet contract requirements.
