Module 11: Corruption dilemmas
This free online training module, “Corruption dilemmas”, is part of the GIACC Training Academy’s suite of modules which are designed to increase understanding of corruption in the infrastructure sector, and help prevent and detect it.
Corruption, including in particular fraud, bribery, extortion and cartels, can frequently occur in the procurement and construction of infrastructure projects.
If you are working in the infrastructure sector, it is quite possible that you will on one or more occasions be confronted with a situation which may involve corruption. How do you react? What do you do? Could you be committing a criminal offence if you proceed with the act?
This module contains eight corruption dilemmas which are relatively common in the infrastructure sector (albeit some of the dilemmas may be more common in some countries and in some parts of the sector than in others).
Each dilemma is on a separate page. First of all, read the dilemma, and then consider what you would do before moving onto the next page. The next page will give some analysis of the situation, with suggestions as to what you should in that situation. Then move to the next dilemma on the next page. The final page contains some general advice on avoiding and dealing with potentially corrupt situations.
These dilemmas assume that you have knowledge of the infrastructure sector, because they contain scenarios where you are working for a construction company. If you do not have experience of the sector, you should take Modules 1 to 10 before attempting this Module 11.
The advice in these dilemmas is intended to raise awareness of corruption risk, and to be helpful, but it does not take account of any specific country’s laws. Therefore, in a specific situation, always rely on specific legal advice in the country in question rather than the general analysis in these dilemmas. In addition, every situation is different, and can be dealt with in a number of ways. The suggestions in this module should not be taken as fixed. There are also many more possible dilemmas than are contained in this Module. Hopefully, the thought process which is suggested in these dilemmas will assist you deal with whatever dilemma you may actually face.

GIACC keeps no record of your identity in undertaking this module, so this certificate is purely for your own or your organisation’s record.
