Conclusion

Bribery, fraud, cartels, abuse of power, and abuse of procurement procedures can be common during the procurement phase of an infrastructure project.

It is therefore imperative that:

awareness is raised about how corruption takes place during the procurement phase and how it can be prevented
effective anti-corruption controls are put in place by all relevant project participants during the procurement phase
effective monitoring, reporting, investigation and prosecution systems are implemented.
