Module 8: Investigating corruption in project construction
This free online training Module 8: “Investigating corruption in project construction” is part of GIACC’s suite of online modules which are designed to increase understanding of corruption in the infrastructure sector, and so help to prevent and detect it.
Corruption, including in particular bribery, fraud and extortion, can frequently occur in the construction phase of an infrastructure project.
This Module examines how to investigate corruption which may have taken place in the construction phase of an infrastructure project.
A road project is used as the basis of the examples, but the same principles apply to other types of infrastructure project.
The methodology of this Module is to provide a short hypothetical case study in which a whistleblower makes several allegations of improper conduct in respect of a road construction project. The Module examines these allegations and makes suggestions as to how you would conduct the investigation and what evidence you would look for. Note that the manner in which corruption can take place on an infrastructure project is very varied, and that investigations can be very complex; this Module is merely a brief summary of possible actions.
