Module 5:  Preventing corruption in project procurement

Anti-corruption management system - Overview

All medium and large size organisations operating in the infrastructure sector should, as a matter of course, implement a comprehensive and effective anti-corruption management system (ACMS) so as to limit the risk of corruption by, on behalf of, or against the organisation, throughout all of its activities.

The ACMS comprises the necessary policies, procedures and controls which, when implemented in an integrated manner throughout the organisation, effectively prevent and deal with corruption risk.

If the project owner, and all medium and large size contractors, suppliers and consultants working on a project have implemented an ACMS, then the risk of corruption on the project would be materially lowered.

This section summarises the necessary elements of an effective ACMS.   These are consistent with ISO 37001, which is an international certifiable anti-bribery management system standard.  (See Module 10 “Benefits and Requirements of ISO 37001″ for a more detailed review of an ACMS).
